If your contractor is not registered, the problem is yours
Under section 34 of the Environmental Protection Act 1990 the duty of care sits with whoever produced the waste. If a contractor you engaged fly-tips it, the enforcement action can come to you — and "they told me they were registered" is not a defence. Checking is.
